Is there any documentation on the SOAP services at http://www.mscui.net/Services/HealthLanguageProxy.svc

And what are the TOS?

The web service has been created to illustrate our user interface design concepts. It is currently used by our R&D teams, and by the Patient Journey Demonstrator. It is not intended or licensed for external use, so there is no documentation available.

Are there other controls in the CUI that we can't actually use then without purchasing the services that support them?

There are lots of user interface controls on MSCUI, and none of them require you to buy additional services to support them. Controls that can connect to systems, like for example the MedicationsListView, have support for data binding to any data source. Any future work in terminology will also be designed in this way, and allow the controls to be bound to any data source, including, but not limited to, commercially available services.
